Challenges for International student opting to study or already studying in Quebec is not resting. 

An additional process of getting Québec Acceptance Certificate (CAQ) before applying Canadian study permit is a know concern to Quebec international students; which is long-time condemned due to the additional time and resources it consumes during the immigration process. COVID-19 saw many policy updates to deal with during 2020 and still a very relevant concern. And now a list of Colleges got temporarily suspension by Quebec government!

How will it effect a Foreign / International Student?

Quebec immigration will not accept any new applications for CAQ, even after getting accepted to study by these specified institutions from December 30, 2020 to March 31, 2021. The same applies to the applications in process and for which decisions are pending.

Is all this because the colleges are not good?

No, 

Our experience shows that majority of the colleges are satisfactory in their education delivery standards. However, Education Ministry and Quebec Immigration have right to investigate or audit on compliance matters. Consider this as a safeguard to the students and system. A clean audit report / result could imply that these colleges are doing good.

Which are the specified institutions/colleges under this list and where are they located in Quebec, Canada?

Existing Students
I am studying in one of the above listed colleges, is there a problem in continuing to study?

No,

Government institutions and many colleges are responsible entities. You can continue your studies as normal and be connected with your college for your ongoing education and classes.

My study permit is expiring before March 31, 2020, can I apply for extension/renewal ?

Maybe,

If you already have a CAQ, you can apply for your study permit extension at least 30 days in advance of its expiry date.

If you have applied for a CAQ before December 30, 2020 and you are waiting for the result, you can apply for study permit extension under the Covid-19 Public Policy, with a proof of your CAQ application.

If you have not applied for a CAQ, you cannot apply for study permit extension until you are eligible to apply for CAQ i.e. March 31, 2021 or further notification.

Should I change my college ?

There is no problem in continuing to study if you do not have to extend your study permit or have to deal with an expired CAQ.

If your study permit is expiring before March 31, 2021 and you have not applied for CAQ, you run a risk of getting out of status. The remain in status, you can consider changing your institution/college as one of the options.

Can this affect my Post Graduate Work Permit (PGWP) or Permanent Residency (PR) kind of the programs in the future?

No,

They are totally different programs and will not be directly affected by this update. However, if you are to discontinue your studies for any reason, it can affect your eligibility depending your personal circumstances and profile eligibility.

New Students
When can I apply for study permit, if I have secured an admission in one of the above listed institutions?

To study in Quebec, you can apply for study permit only after you are approved for the CAQ. 

In the current situation, if you have not received your CAQ, delays are expected due to the temporary suspension of the process till March 31, 2021 or further notification. 

If you have already received your CAQ, you can apply for Study Permit. However, you may wait for the further notification from Quebec immigration to determine your future education fate, as the investigation or audit could have any type of consequences for the colleges.

Can any more colleges be a part of this ?
