Quebec’s Regular Skilled Worker Program (RSWP), an immigration program to secure Quebec Selection Certificate (CSQ) and win a Canadian Permanent Residency, has been historically successful in attracting bilingual skilled workers. Does it still solve the purpose? 

This program is highly debate due to its ability to generate partial selection results. Invitations have resumed but only those candidates are picked who possess either of the 3 categories or its combinations:

  1. A valid job offer outside the territory of the Montréal Metropolitan Community;
  2. Selected Occupations; and/or
  3. Very high score.

Let us revisit the program and explain the step-by-step process in the most simplest manner. We hope this will provide you with a platform to self-assess your prospects? 

STEP 1

SELECTION GRID

One must have training and professional skills that will facilitate your job integration in Québec. These factors and their criteria are assessed using a selection grid (PDF 136 Kb) (in French). To PASS the selection exam, the candidate must score a minimum of 50 points (out of 103 points) without spouse/unaccompanied spouse and 59 points (out of 120 points) with spouse/accompanied spouse. As a part of the selection grid, your education is scored on the basis of the area of training / education

STEP 2

EXPRESSION OF INTEREST (EOI)

Once you have calculated your score against the selection grid, you can declare your interest in immigrating to Québec to work. No documents are required at this stage. One may compare it with the famous Express Entry System for creating a profile.  There are no fees to create an EOI. It will remain valid for 12 months and you have to create a new one upon its expiry. One must be 18+ years of age, have an intend to live in Quebec and intend to work in Quebec, in a job capable of doing.

If you wish to immigrate to Québec under the Regular Skilled Worker Program, you must start by creating an account on the Arrima platform 

At this stage, there is a different scoring system.

STEP 3

INVITATION TO SUBMIT A PERMANENT SELECTION APPLICATION 

Once you have filed your expression of interest on Arrima, it will be placed in the Expression of Interest bank.If your profile corresponds to Québec’s needs and considered to have good potential for integration, you will be invited to submit an application for permanent selection. – recent invitations

STEP 4

APPLY FOR PERMANENT SELECTION (QUEBEC SELECTION CERTIFICATE – CSQ)

Once you have received an invitation, you must fill out and submit the permanent selection application form (You will receive the confidential information to access the form in your Arrima message centre. you have a maximum of 30 days to submit your application and pay the processing fees).

After submitting your permanent selection application, you will receive a personalized list of documents to provide to support your application.

You will also receive an application to obtain an attestation of learning about democratic values and Québec values. You will not receive this invitation if you and your family have already obtained your attestation.

You have a maximum of 60 days after submitting your application to:

  • Obtain your attestation of learning about democratic values and Québec values , without which your application will be rejected;
  • Send the requested documents by mail, to the following address:

Processing of your application will only start when your documents are received and it will take up to 6 months to process your CSQ, if you decision is affirmative, and an interview, if required.

Don’t forget, after receiving your CSQ, you must apply for your Permanent Residency (PR) to the federal government department in Canada (IRCC – Immigration, Refugees and Citizenship Canada) and follow the application process to secure your Canadian PR.
